 Frank grew up in Hamden, Connecticut, and attended Southern Connecticut State University intending to teach art. Growing restless after his sophomore year, he decided to take some time off to tour Europe. After a year of hitch-hiking around southern Europe, the Near East, and North Africa he settled in England, and stayed for seven years. He studied drawing and painting at Hammersmith College of Art in London, but is primarily self-taught and has drawn and painted for most of his life and, of course, is still learning.  With an inate attraction to art over his lifetime he dabbled in a variety of artistic activities, including pencil and charcoal drawing, photography, pottery, and pastel portraits. He didn’t have much formal training but avidly devoured all the art books he could find. “The more I learn, the more I realize how much I don’t know.” – Albert Einstein. 
He moved to  Fort Lauderdale, Florida in 1973.  In 2018, after retiring from a 50-year career as an Architectural Project Manager and a General Contractor, him and his wife, Brenda, and their cat, Chelsea, relocated to picturesque East Tennessee.
He displayed and sold his work from the Art By The Sea Gallery in east Fort Lauderdale, at several juried art shows in Fort Lauderdale, Miami, and Hollywood, Florida, and from his website. Frank also participated in a two-person exhibition at the River Street Gallery in East Haven, Connecticut, and has received awards for commissioned portraits in pastel.
